A broken window, empty shell casings and a barricaded door.

Howard County Police officers noted the physical evidence outside of a Laurel townhome Nov. 30 just moments before a woman climbed out of a second-floor window and screamed for help. Within minutes of arriving to the 10000 block of American Pharoah Lane for a reported domestic incident, officers fired shots through the same window, killing 29-year-old Tyree Winslow of College Park.

Maryland’s Office of the Attorney General released body camera footage Tuesday from the incident. The office’s Independent Investigations Division reviews all police incidents that result in a death for potential charges, and said its investigation is ongoing.

The footage was captured on the body-worn cameras of Howard County Police officers Joseph Debronzo, a 15-year veteran, and Christopher Weir, a 14-year veteran. More footage also was released from cameras worn by an unnamed assisting officer who later entered the townhouse and found Winslow’s body.

Before officers arrived, authorities believe Winslow fired several shotgun rounds at the home’s front door and eventually broke a window to get inside.

Neither Debronzo or Weir’s body camera footage offers a clear view of the moment when police say they exchanged fire with Winslow. However, Debronzo can be heard telling an unnamed woman who climbed out of a second-story window onto a flat awning above the front door to lie down and stay there.

“Help me, please,” she shouts several times.

The officer tells her again to stay where she is and asks if she can pull a child who is with her out of the window.

Debronzo, in the footage, takes cover behind a red truck parked across the narrow street and tells the woman to remain still. Male voices can be heard in the footage audio and Debronzo yells at a figure in the window to show his hands.

Roughly a dozen shots are fired, including by Debronzo, who’s armed with an assault rifle.

“You guys are okay,” Debronzo says to the woman and child.

After the shooting ends, Weir’s bodycam video shows him approaching the home as Debronzo keeps his gun trained on the window. Weir urges the woman to drop the child to him, which she does. Then, on his video, Debronzo can be heard talking the woman into sliding down off the awning.

The Howard County Police Department’s Tactical Team soon responded to the scene and established a barricade. Police said they were unable to make contact with the man, entered the home around 5:45 p.m. and found Winslow. He was pronounced dead on scene.

Police said they recovered several loaded firearms and a knife near Winslow, which can be seen in the unnamed officer’s body camera footage along with several bullet holes in the interior wall opposite the window. No one else was injured during the incident.
