Toki Underground to open Saturday after permit flap
Toki Underground co-owner Jeff Jetton said the ramen restaurant was ā€œshut down before we were ever open,ā€ but the Baltimore City Health Department said its staff "observed and documented evidence that Toki’s was in fact operating."
