A Baltimore County Fire Department paramedic under investigation for masturbating at work was arrested Wednesday and charged with 23 misdemeanors related to the contamination of coffee creamer, a keyboard and an ice machine used by coworkers.

Court records show Christopher M. Carroll is accused of violating his coworkers by ejaculating and urinating on their personal items, defacing their items and destroying county property with his bodily fluids.

Baltimore County Police began investigating Carroll late last year for potential misconduct in the workplace. He allegedly posted videos of his activities on subscriber-only websites, including OnlyFans, as well as on free social media pages.

During a protection order hearing in late December in Harford County family court, he defended himself, saying the videos were artistic in nature.

He noted that videos depicting lewd sex acts did not involve the property of his family, coworkers or roommate, as the captions suggested.

“And all of the above is all role play. It didn’t actually belong to anybody else,” he said, according to a transcript of the proceedings.

Court records do not identify an attorney for Carroll’s criminal case.

The 37-year-old, who was listed as living in Dallastown, Pennsylvania, is charged in Baltimore County Circuit Court with 20 counts of knowingly and willfully causing another to ingest bodily fluid and three counts of malicious destruction of property, according to court records.

Baltimore County State’s Attorney Scott Shellenberger confirmed Carroll was arrested Wednesday.

Police department spokesperson Joy Lepola-Stewart said Wednesday that detectives began investigating Carroll in November after fire department employees reported he had contaminated personal and county property.

“During the investigation, detectives obtained video evidence depicting and/or suggesting conduct that resulted in individuals unknowingly coming into contact with, or ingesting, Carroll’s bodily fluids,” she wrote in an email.

Court records show Carroll was suspended by the department on Dec. 1, when the investigation began.

The fire department did not respond immediately to a request for comment.

Coffee creamer, a keyboard and the icemaker

Court records detail three videos that Carroll filmed selfie-style, two from public safety headquarters in Towson and one from a fire station in Pikesville.

In the first video, detectives said, Carroll masturbated and ejaculated into a container of Sweet and Creamy flavored coffee creamer on a coworker’s desk, then placed it in a communal refrigerator used by several employees.

In the second video, Carroll films himself from the waist down. It shows the paramedic masturbating and ejaculating onto a coworker’s keyboard.

The final video shows Carroll, with his fly undone and penis exposed, walking toward the ice machine inside the Pikesville fire station. According to the investigators’ narrative, he urinated into the ice, wiped his penis on an ice scooper and then used the utensil to mix his urine throughout the ice before flashing a thumbs-up to the camera.

That video was captioned: “They always say, don’t drink the yellow snow ....But I’m just trying to make a slushy!!...”

Records show detectives interviewed dozens of fire department employees and 16 confirmed they used the ice machine and unknowingly ingested Carroll’s urine.

Investigators tested items depicted in the videos and found they contained Carroll’s bodily fluids and DNA, authorities said.

Countywide condemnation

In previous interviews with The Banner, several Baltimore County Council members expressed their disdain with Carroll’s alleged actions.

“If these allegations are true, it’s one of the most disgusting episodes I’ve heard about since becoming a councilman 15 years ago,” Republican David Marks said.

In December emails to fire department staff, which were obtained by The Banner, Fire Chief Joseph Dixon wrote he was addressing employees’ concerns about the work environment.

He added that the department had taken the following corrective actions:

  • Hazmat cleaning of all career stations and fire department offices in the Public Safety Building.
  • Replacement of ice machines at stations.
  • Providing team members with access to the police department’s peer support team.
  • Deployment of additional crisis management behavioral health support to affected stations.

Steve Redmer, president of Baltimore County firefighters union IAFF Local 1311, wrote in a text message he was aware of the charges against Carroll.

“While the judicial process continues, our top priority remains the health and safety of Baltimore County firefighters and EMS clinicians,” he said.

What’s next?

Carroll faces up to 10 years in prison for each bodily-fluid count and fines of up to $2,500 each. Penalties are less severe for the property destruction.

He was being held without bond at the Baltimore County Detention Center, Lepola-Stewart said.

In their narrative, county police detectives implored the state’s attorney’s office to hold Carroll without bond despite his lack of criminal record.

“His disregard for public safety and the safety of his colleagues, makes him a danger to the community,” they wrote.

Carroll is scheduled to appear for a bail review hearing at 1 p.m. Thursday in Towson.
