Baltimore Police identified the man who was shot after dragging an officer during a traffic stop in Mount Vernon on Wednesday night.

Marquise Wells, 29, is charged with first- and second-degree assault and reckless endangerment, according to police.

The shooting happened around 9:15 p.m. in the 300 block of West Franklin Street. Police said an officer stopped Wells’ vehicle for a suspended license plate tag. The officer was returning Wells’ license and registration when he noticed a gun in Wells’ waistband, police said.

The officer told Wells he was going to reach into the vehicle to disarm him. Wells then took off, dragging the officer with him, according to police.

The officer fired at least one shot that struck Wells. Police said Wells then drove himself to the hospital, where he was treated and released, then taken into custody. He is being held at the Central Booking Intake Facility.

The officer suffered minor injuries, Police Commissioner Richard Worley said.

“This was an incident that could have been easily prevented, had the suspect just cooperated with the officer,” Worley said.

Mayor Brandon Scott said on WBAL Radio on Thursday morning he was grateful no one else was significantly injured and that the officer operated in the right way.

“When you’re driving in a manner like that, it’s not just about that officer’s risk,” he said. “There are other residents of the city that could be put at risk.”

WBAL host Bryan Nehman asked whether it is policy for Baltimore Police to stop drivers for suspended license plates. Scott said it was.

“That is something that the Police Department has done, literally, as far as I’ve been alive, but in my time as mayor and beyond,” Scott said. “The officer has the discretion to do that.”

Investigators from the Special Investigations Response Team are looking into the incident. The officer’s body-camera video is being reviewed, police said.

Last month, a 37-year-old man was shot by Baltimore Police in Upton after he fled a traffic stop, leading officers on a chase and charging toward them with a car. The man was arrested after being released from a hospital.
